ASA Participates in Washington Fly-In on Biodiesel Priorities

With decisions pending on both the biodiesel tax credit and Renewable Fuel Standard (RFS2) 2013 biomass-based diesel volume requirements, the biodiesel industry this week held a Washington fly-in to press the case with policymakers.

ASA Board member Mike Cunningham, ASA Washington staff, and numerous state soybean staff and industry partners participated in the fly-in.

Meetings were held with congressional offices and the administration.

The need to retroactively extend the tax credit as well as support for an increase in the RFS2 biodiesel volumes to 1.28 billion gallons in 2013 were the priority messages delivered to policymakers.

The one-dollar-per-gallon tax credit expired in 2011 and the Environmental Protection Agency (EPA) proposal to increase 2013 biomass-based diesel volumes to 1.28 billion gallons is still pending, awaiting approval from the White House Office of Management & Budget.

With the tax credit and RFS2 program in place, the industry produced 1.1 billion gallons in 2011, well above the 800 million required by the RFS2.

The law stipulates a 1 billion gallon requirement for 2012, and beginning in 2013, EPA has the discretion to set the level above 1 billion gallons.

ASA will continue to push for the retroactive extension of the tax credit and the increased RFS2 volumes.
